At a minimum, the alternatives to the Project outlined (below) as well as the CEQA-mandated "no project" alternative, shall be considered and analyzed in the EIR to an equal level of detail as the Project.  In accordance with the discretion afforded to the County under CEQA, the County is free to consider other alternatives and mitigation measures that feasibly avoid, mitigate, or minimize the Project's significant environmental impacts, if any.
