Dear Chairman Smith:

As you know, The Irvine Company has not endorsed any specific alternative reuse at El Toro. We have consistently sought to support a reuse planning process that is comprehensive, embodies full disclosure of potential impacts of alternative uses. and applies practices and standards consistent with those applied to non-government projects. Most importantly, this process should produce- a comprehensive body of accurate information that can be relied upon with confidence by the public and decision makers. It is in this continuing spirit that we offer the following comments

Recently, we have begun to hear a variety of statements which may lead to a misunderstanding on your part of our interest and involvement in several new airport alternatives being promoted by various groups and individuals This possible misunderstanding prompts us to communicate directly to the Board with the goal of correcting the record regarding our position on these matters.

First, The Irvine Company is not now, nor has it been involved in the planning, analysis, or advocacy of any of these airport alternatives.

Second, we have no interest in participating in any land exchanges related to any reuse of El Toro.

Third, The Irvine Company has. consistently said it would oppose any alternatives that generate flights over Irvine communities,

Finally, we have no interest in modifying existing land use plans in Irvine as suggested In some alternatives being discussed. These residential communities have been planned by the City of Irvine and The Irvine- Company for many yaws and are in various stages of planning and construction. More importantly, these land use plans were ratified by a vote of the residents of Irvine and are a part of a specific open space and development implementation agreement between the City of Irvine and The Irvine Company entered into In 1988, Any change to this agreement would not only require our consent but would require a vote of the residents of the City of Irvine.

As previously stated, this letter is intended to clarify any misunderstanding regarding our position on these matters. and I hope will be of assistance to the Board as you proceed with your deliberations regarding the reuse of El Toro.
