 The proponents of the foregoing Reasonable Alternative Airport Initiative for the March 2002 ballot is being filed today with the Orange County Registrar of Voters office by The New Millennium Group members Robert McGowan, Charles Griffin, and Russell Niewiarowski.
 Finalizing the legalities and content of the initiative has been rather difficult, considering the complexity of the MCAS El Toro reuse land use issues and the shortage of time. The law offices of CC&N Cox, Castle & Nicholson LLP headed by Deborah M. Rosenthal AICP, in Irvine were retained to review, research and finalize the initiative drafted by Charles Griffin and members of The New Millennium Group.
 We realize that due to the shortage of time and in light of the September 18, 2001 deadline in which to gather valid signatures, we may not gather the required number of signatures in order to qualify the initiative for the March 2002 ballot. Despite the lack of time, we have decided to continue anyway, if for no other reason than to "poll" the people to make a statement to the County Local Redevelopment Authority (LRA) that a reasonable alternative airport at MCAS El Toro is desired by the people.
 The New Millennium Group is convinced that the "OCX-V-Plan" is the right MCAS El Toro plan. The Reasonable Alternative Airport Initiative calls for a downsized 18.8 MAP International Airport that is safer, quieter, and far less threatening than the current airport OCX airport plan which is not a modern, safe and quiet airport plan, but a remake of the existing outdated 57-year old double-crossing north/south, east/west runway layout plan designed for prop planes of old.
We feel it is time that the LRA end the dissension caused by their airport plan and move forward with the OCX-V-Plan alternative which has the greatest chance of proving reasonable and acceptable. The appropriate changes to the County's General Plan to accommodate the OCX-V-Plan alternative are therefore mandatory.
 At this time, The New Millennium Group is seeking volunteers and contributors to assist in gathering signatures for the Reasonable Alternative Airport Initiative. Our goal and desire is to educate the people as to the numerous benefits and the need for supporting and implementing this reasonable alternative airport at El Toro.

The New Millennium Group will schedule a presentation on the OCX-V-Plan and the Reasonable Alternative Airport Initiative with all interested cities, organizations and homeowners associations as to why the opportunity to secure El Toro will be lost if this alternative is not brought forward now.
