SUBJECT: Removal of Supervisor Charles Smith (1st District) as the Orange County representative to the Southern California Association of Governments (SCAG) effective immediately and appointment of Supervisor Chris Norby (4th District) to assume those Orange County duties.
Dear Colleagues:
Recent events have underscored the critical nature of our Southern California Association of Governments (SCAG) appointment to this County. The Board of Supervisors, representing the almost 3 million people who live in Orange County, has a tradition of conservative leadership seeking to preserve our quality of life, our strong economic base and our abililty to meet the needs of our constituents. Local Control was the motivation for county-hood more than 100 years ago – and that motivation continues to be the lynch pin of our philosophy in 2003.
To preserve this tenet of local control, I respectfully request your support to remove Supervisor Charles Smith as our representative to SCAG and appoint Supervisor Chris Norby (4th District) to assume those duties.
