We respectfully request that an item titled, "Discuss and provide direction to staff relating to the future of the El Toro Local Redevelopment Authority," be placed on the March 19, 2002 Board meeting agenda under our names on the discussion calendar.

Recommended Actions:

1. Direct County Counsel to draft an amendment to the Orange County Ordinance Code, to provide that (a) the El Toro Local Redevelopment Authority will no longer operate as a separate County department, and (b) the County Executive Officer will have oversight over all functions and activities related to the El Toro planning process, and bring such amendment(s) back to the Board for consideration on April 16, 2002; and
2. Direct the CEO, County Counsel, Director of Planning and Development Services and the Director of the Local Redevelopment Authority to report back to the Board of Supervisors on April 16, 2002 with an evaluation of, and recommendations for, future requirements for all El Toro related activities and the implementation of any organizational changes.
