April 3rd - 4th, 2002
As you know, last week we were in Washington,
DC meeting with federal officials regarding the reuse of El Toro. Below
is a summary of our formal meetings.
Wednesday, April 3, 2002
Meeting: Consultant Team
Notes: Reviewed the week’s planned meeting schedule including objectives
and attendees for each of the scheduled meetings.
Notes: Met with Commandant Jim Jones, Peter Murphy (Counsel), and General (select) Coleman. Discussed the potential of relocating Marine Corps Recruit Depot (MCRD) from San Diego to El Toro. Commandant indicated a desire to relocate MCRD to El Toro provided the local community would be supportive and a source of funding could be identified. MCRD at El Toro would require 1300 acres and cost approximately $500 million. Commandant reiterated the strong need for housing for troops. (USMC would not want to jointly occupy housing areas with civilians.) No aviation included in the MCRD relocation plan, with the exception of one helo pad to be used infrequently.
Notes: Met with Paul Galis, Kathy Kraninger, Len Sandelli, and Willie
Minnick. Discussed passage of Measure W. Discussed some residual FAA issues
including: wildlife area titled to the FAA; existing (operational) FAA
navigation and communications equipment at the base; and the latest any
Transportation Security Agency (TSA) facility needs.
Notes: Met with Pat O’Brien, Bryant Monroe, Dave Larsen, and Capt.
Tenga. Discussed passage of Measure W. OEA interprets the passage of Measure
W as completion of the planning process. Discussed LRA designation, structure,
and process for changing if so desired. OEA updated the LRA on some of
the topics that would arise at the meeting the following day with the Navy
– in particular the Navy’s current plan to have property sold via the General
Services Administration (GSA).
Thursday, April 4, 2002
Meeting: White House – Intergovernmental Affairs
Attendees: Supervisor Smith, Supervisor Wilson, Gary Simon, Lisa Smith, James Campbell, Christy Evans, and Fred Duval.
Notes: Met with Rueben Barrales and Debby Spagnoli. Discussed the passage of Measure W and upcoming LRA meeting on April 16th. Discussed upcoming meeting with the Navy and some possible follow-up by the White House.
Meeting: Federal Aviation Administration
Attendees: Supervisor Smith, Supervisor Wilson, Gary Simon, Lisa Smith, James Campbell, and John Timmons.
Notes: Met with FAA
Administrator Jane Garvey and Susannah Sullivan. Discussed many of the
same topics as discussed the day before with Paul Galis (see above). Also
discussed the larger regional capacity needs of Southern California and
the present day position of the FAA on airport capacity limits (e.g. extension
of JWA settlement agreement).
Notes: Met with Assistant
Secretary H.T. Johnson, Wayne Arney, Duncan Holaday, John Tornquist, Harry
Zimmerman, Capt. Rich Hunter, Ginger Rice, Bryant Monroe, and Capt. Tenga.
Also attending was Kevin Logan from Congressman Chris Cox’s office. Discussed
a large number of topics. Received update from the Navy on: finalization
of the EIS; issuance of the ROD; and their current plan to sell the base
as indicated in their March 6th press release. LRA requested
60-day period to develop a unified reuse plan and schedule. Navy would
not approve of any further delays. The Navy intends to contract with the
General Services Administration (GSA) to sell the base as rapidly as possible.
Navy and GSA have already discussed informally. Regarding the relocation
of MCRD from San Diego to El Toro, the Navy Secretary would make that decision.
Navy feels their EIS is consistent with Measure W. Navy feels their proposed
level of environmental clean-up is sufficient and the property can be transferred
with no restrictions. Navy will determine after April 6th, if
a new federal, state, and local screening process is required. Navy is
now neutral-to-positive on annexation by the City of Irvine. Navy does
not want a new LRA. Navy would consider termination of the Master Lease
and honoring the LRA’s interim use commitments (leases). Navy will consider
any public benefit requests from the LRA, but can not promise anything
at this time. Navy has received an unsolicited request from Cal State Fullerton.
The Navy will not commit to anything until after April 16th.
