The Purpose and Function of Clear the Air/NO JETS.

1. To provide a strong and unified voice for homeowner associations that favor non-aviation uses of El Toro and believe that their residents will be ill-served if an international, commercial airport is built at El Toro.

2. To keep homeowner associations and individual residents informed about about El Toro-related issues and to suggest actions that associations and individuals can take to oppose the County's airport plan and to promote non- aviation alternatives at El Toro.

3. To promote and publicize, (but not sponsor), fund raising events in support of established anti-airport groups such as ETRPA, Project 99 and Taxpayers for Responsible Planning (TRP).

Membership in Clear the Air/No Jets .

Clear the Air/NO JETS is open to any homeowner association that wishes to join. Simply ask the association board of directors to pass a resolution, indicating the association's desire to join, and naming a delegate-director. Director meetings are held about six times a year.

HOA Fundraising Program.

In addition to the NO JETS at El Toro car window promotion, Clear the Air/NO JETS has also developed a program where residents make regular, voluntary contributions to anti-airport groups through their dues statements. In June 1997, the CZ Master Association became the first HOA to implement the program, raising $2,000 in contributions during the first month.

We Need to Get Our HOAs Involved Immediately.

"Homeowner associations represent a huge, untapped resource in the battle against the El Toro airport," says John Zarian, co-chair of Clear the Air/NO JETS and president of the CZ Master Association. HOAs need to be involved in the fight. Indeed, they have an obligation to protect the common good and economic welfare of their residents. "Together, we can influence the policy makers," says Director Jim Richert, President of the 3,500-unit Lake Forest II Homeowners Association. "All homeowner associations should take advantage of this excellent opportunity to join forces and make our voices heard."

HOAs Can Effectively Disseminate Information to the Grass Roots.

"We need to add members to build homeowner clout in this issue", says Jim Davy, President of Clear the Air/NO JETS. "Using member association newsletters to disseminate information and promote contributions to the leading resistance groups is essential."
