On December 7, 1999, the Board of Supervisors designated The Safe and Healthy Communities Intiative as Measure F.
The County, and NOT the ballot measure proponents, write the description of the initiative that is presented to voters.
Passage requires that a majority of those voting check "YES" on the following question:
'INITIATIVE TO REQUIRE TWO-THIRDS VOTE FOR RATIFICATION OF NEW OR
EXPANDED JAIL, HAZARDOUS WASTE LANDFILL OR CIVILIAN AIRPORT PROJECT.
Shall the initiative measure, which would require that no new or expanded jail,
hazardous waste landfill or civilian airport project (all as defined in the measure) shall be valid and effective unless ratified by a two-thirds majority of the voters voting in a
country general election and requiring that the Board of Supervisors
conduct a public hearing in each affected city prior to project approval, be
approved?'
