SCAG DPEIR
The SCAG Regional Trasnportation Draft Program Environmental Impact
Report (DPEIR) contemplates construction of a 29 million annual passenger
airport (MAP) at El Toro. John Wayne Airport would be limited to
8 MAP even though its physical capacity is at least 14 MAP once the artificial
limits on utilization expire in 2005.

A few suggested questions to modify, cut and paste, include:

Justify why the full physical capacity of John Wayne airport is not being
used to meet the projected future aviation demand?

Explain why Orange County is expected to operate two airports with a combined
capacity of 29 MAP at El Toro and 8 MAP at John Wayne when Orange County
does not generate this level of passenger demand. What level of demand
does SCAG project for Orange County in 2020?

Justify not assigning more capacity to Riverside and San Bernadino County
airports like the former March, Norton and George Air Force Bases, when
SCAG data shows these are rapidly growing areas.

Why have you not considered an airport at Camp Pendleton as suggested by
many including the Mayor of San Diego and the County of Orange letter of
October 23, 2000 to SCAG?

There is no airport at El Toro. Cal State University, Fullerton and
UC Irvine polls find that the majority of Orange County residents oppose
building one. Justify the inclusion of El Toro in your projections
when it does not exist, and is likely not to exist.
