UNDERSTANDING THE THREE PRONGED ATTACK ON THE AIRPORT.
Anti-El Toro forces are mounting a COORDINATED three pronged attack on the El Toro Airport project:
1. KILL THE AIRPORT.
The El Toro Reuse Planing Authority, ETRPA,
a coalition of nine cities including Irvine, is leading the attack on the
"unwanted, unneeded and unsafe" airport. ETRPA lawyers are conducting most
of the anti-airport litigation, including the court appeal to reinstate
Measure F.
2. PROVIDE AN ALTERNATIVE USE.
The City of Irvine is spearheading plans for a non-aviation future
for the land, once the airport is buried. Irvine intends to annex
the property in accordance with California law, and develop a great park
for the enjoyment of all county residents. Irvine attorneys have
been working on the non-aviation land use plan. They also are drafting
a new ballot initiative to change the County General Plan (zoning) for
El Toro.
3. TAKE IT TO THE VOTERS.
Citizens groups, led by CITIZENS
FOR SAFE AND HEALTHY COMMUNITIES, the "YES ON F" committee, are teaming
up to mount a new initiative in 2002. Based on the Irvine plan, the
new initiative will overturn Measure A which designated the land for airport
use in 1994. Since the law does not allow cities to participate in
political activities, the grass-roots organizations must
raise private contributions to mount their election campaign.
