SoCal airport capacity currently is distributed amongst counties much more uniformly than in other regions such as the San Francisco Bay Area or Greater New York.

The New York Port Authority operates Newark Airport in New Jersey.
Los Angeles World Airports operates Ontario in San Bernardino County.
Cincinatti, Ohio has its airport in Covington, Kentucky.
Atlanta is in DeKalb and Fulton Counties but its airport is in Clayton County.
Dallas' main airport is not in Dallas County but in Tarrant.
