Navy EIS okays park alternative but not V-Plan

The Department of Navy Environmental Impact Study for the disposal of El Toro reads in part, "The final EIS for MCAS El Toro, while addressing aviation use as the preferred alternative, also fully addresses potential nonaviation land use alternatives, including mixed use variations substantially similar to those described in Measure W."

On the other hand, the Navy EIS concludes that the so-called V-Plan airport design "is not a reasonable alternative".

"Regarding environmental impacts, over 4,100 planned future residential units could be expected to be within the CNEL 65 db aircraft noise contour for the "V" Plan. Using a conservative estimate of 2.6 persons per household, this would equate to a future residential population of more than 10,600."

In an e-mail that stops far short of backing the Griffin plan, "Capt. Jon Russell, the western regional safety chairman of the [Air Line Pilots] Association, said his group 'urges the FAA to review the proposal set forth in The New Millennium Group proposal . . . for operations on Runway 16.'"

"The Federal Aviation Administration has refused to review the V-plan because it has not been endorsed by county airport planners.

"Shunned by the political establishment, Newport Beach resident Charles Griffin … who has floated a proposal to realign the base's two runways from a cross to a 'V' shape, announced his intention to circulate a petition to place the concept on the county's March ballot."

"After analyzing the V-Plan, as it has become known, the county shelved it.  Newport Beach officials warned Griffin that his possible initiative could jeopardize the county's airport plan. Letter from the Irvine Co dated May 18, 2000

"We have no interest in participating in any land exchanges related to any reuse of El Toro.  The Irvine Company has consistently said it would oppose any alternatives that generate flights over Irvine communities. We have no interest in modifying existing land use plans in Irvine as suggested in some alternatives being discussed---the V Plan."
