1. The current Environmental Impact Report (EIR) does not adequately address air quality, noise and public health impacts. A new EIR must be completed by a qualified environmental firm, with no developer affiliation and with appropriate airport development expertise. Airport safety issues (proximity to nearby mountains and less than ideal runway takeoff conditions) must be addressed!
2. The Orange County Board of Supervisors must delay their decision regarding El Toro reuse for at least two years to allow for further study.
3. The financial viability of the proposed airport must be studied by impartial parties with appropriate expertise.
4. All alternative uses for the El Toro base must be thoroughly and impartially analyzed and considered.
5. Participation, by all affected communities, in the El Toro reuse process must be permitted.
