The 31 Orange County cities in the League of California Cities all voted for the following resolution in 1996.
Whereas, residents enjoy a high quality of life in Orange County; and
Whereas, Orange County City Council Members are concerned about the compatibility of land uses throughout their respective cities; and
Whereas, Orange County City Council Members are particularly concerned about the land uses within close proximity to residential development; and
Whereas, due to the existing and projected need for County maximum security jail facilities, it is appropriate to consider future jail locations; and
Whereas, residents in Orange County have expressed numerous concerns relating to the construction of maximum security jail facilities near residential neighborhoods; and
Whereas, in particular, residents are concerned about security, visitation and intake and release as well as the other effects a maximum security jail would have on traffic and property values; and
Now, Therefore, Be It Resolved, that the Orange County Division, League of California Cities, is concerned about the negative impacts associated with maximum security jail facilities and opposes the construction of such facilities within close proximity of residential neighborhoods.
Be It Further Resolved, that the Orange County Division, League of California Cities, supports the construction of County jail facilities in areas which are separated from neighborhoods.
Be It Further Resolved, that the Orange County Division, League of California Cities, encourages all City Councils in Orange County to only support construction of County jail facilities which are isolated from residential neighborhoods.
