May:
Secure exclusive right to negotiate with the Navy

 September:
 Complete technical and financial analysis; start negotiations with the Navy for base handoff; circulate a
 draft environmental report; negotiate agreements with groups that might use or lease base property

 January 2003:
 Finalize environmental studies and negotiations with Navy; submit annexation application to Local Agency Formation Commission

 February 2003:
 Secure annexation approval

 April 2003: Accept land from the Navy; allot land to public users, like Cal State Fullerton; complete land sales to private sector

 2003-2010: Develop land in phases, generating revenue to give to Navy and to develop park
