EIR 573 projects two Orange County airports, John Wayne (JWA) and El Toro (OCX)  to serve 34.2 million annual passengers (MAP) in 2020:

Orange County will stop using LAX and will import 6.3 million air travelers to our roads and skies:

Currently, between 4 and 5 MAP of OC residents and visitors use LAX and Ontario. The EIR assumes that this number will drop to 0.7 MAP.

The EIR makes these unlikely assumptions:

The direction of travel will reverse and 6.3 MAP of residents and visitors from Los Angeles, Riverside, San Bernadino and San Diego Counties will travel here to use Orange County airports.
